Exodus 18:21-22 "Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness; and place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. And let them judge the people at all times. Then it will be that every great matter they shall bring to you, but every small matter they themselves shall judge. So it will be easier for you, for they will bear the burden with you."
Comment: Moses came to the place in his life where it was not possible for him to make all the decisions with regard to the people that he was leading out of Egypt to the Promised Land. This is the biblical way of providing leadership. When one man is in complete control, then things get out of control. While it is true that men are like sheep and like to be under the leadership of one shepherd, when the shepherd is a man, this means there can and will be trouble.
Application: Think of many denominational structures that set up Christianity. In almost every case, the leadership is concentrated and under the power of one man. This is called the Moses model. However, the real Moses model is when the servant leader allows the input from others. There is always wisdom when men work together to make decisions. However, there is also a balance. When God calls a man, and the man hears from God, then the men who are assisting the man need to be sensitive to the direction the Lord is leading.
